Yes this is intentional.

No it hasn't been communicated any other then via the commit message,
since this is on the development branch, which can be in flux all the
time.

mclient has been made to behave like a sensical client, not logging in
as root into the system by default.  If you want to revert that
behaviour, put a .monetdb file in your homedir, with the following
contents:
  user=monetdb
  password=monetdb

You can additionally add "language=sql" to this file, if you want it to
default to using sql as language too.
