Re-enable XRPC admin functions that are executed over XRPC.
They are expected to work even ALG is the default front-end, because we
automatically switch to MPS, when executing these functions.
The admin functions that are executed directly (i.e., backup_restore_noxrpc,
db_stats_noxrpc and db_env_noxrpc) remain disabled, as they use functions (i.
e., fn:put() and pf:mil()) that are not available in ALG yet.
!!!!! PROPAGATION !!!!!
This change should be propagated to the developement branch, because
theautomatic fall back to MPS for simple module functions has been disabled by
now. Thus, those three admin functions, executed directly, will not work,
unless fn:put() and pf:mil() are available in ALG.
