2008/08/21 - stmane: src/test/Skyserver/Tests/Skyserver_v6.timeout,1.1.2.1
added fractional (< 1) timeout to reduce baseline timeout
and make hanging tests on Windows timeout sooner than only
after 2 to 5 minutes(!) --- should speed up SQl testing on
Windows by up to 15 minutes ...
