PHP support (i.e. CGI support) is a paid feature in the binaries provided
by Cesanta.
And our EULA <http://cesanta.com/eula.html> prohibits the distribution of
the binary.

It is absolutely fine to download and use, but not to distribute.
We can give CGI-enabled binaries to schools for free, if they cannot afford
it
(the binary is $19.90 at the moment).
