I agree we need a bit of structure in this part; it'd be very
interesting if people took a moment to check the outstanding issues in
github and:

1) CHECK IF THEY'RE STILL VALID! There are a few I've closed because
they're completed, and there are several I've left open since I can't
check them (e.g, Winks' Pull Request for SSL in NetBSD machines, or
https://github.com/zedshaw/mongrel2/issues/42)
2) Comment on interesting ones.
3) Propose a milestone for them.

And while I agree "the whole PEP" is overkill, we at least need some
guidelines as to how a feature is proposed (No "I want it to be more
betterer", but at least "I'd like a way to apply recursive filters, so
you can filter while you filter. Let's put a note in the manual with
X-Zibit, and let's use a syntax like Filter("potato.so",
filter=Filter("frying_oil.so"))").
