It seems that the service is starting slowly (writes pid to the file
after more then 10s) ... you can run monit with -vI options for debug.
You can use either the 'every' statement to skip each some cycles or set
the polling cycle higher (20s should fix the problem - it seems that the
service is up after two cycles).
There is also plan to implement optional start/stop/exec method timeout
in the future (currently it is equal to cycle length).
The behavior of monit-4.9 could be different then 4.8.1 - i recommend to
try it.
