Under gentoo monit runs by default as root, so the answer is yes.
The symbolic links problem should be solved with upgrade to Monit 5.2.5 which
had fix for it.
monit-5.2.5 works fine. It just is not yet marked as stable in the
portage tree. I should've tried myself before asking. Sorry for the noise.
