I just tried this myself and verified that this works:
if failed host mail.hot-chilli.net port 465 type TCPSSL protocol smtp
for 2 cycles then alert
The log has this:
'chillimail' succeeded connecting to INET[mail.hot-chilli.net:465] via TCPSSL
'chillimail' succeeded testing protocol [SMTP] at INET[mail.hot-chilli.net:465]

Yes, check your if you block the port in a FW, check your DNS etc. It is
unlikely this is a Monit problem.
