Hello Dan,

AFAIK, the packages rrdtool-1.3.8-6.el6.x86_64 and 
rrdtool-perl-1.3.8-6.el6.x86_64 are part of the standard RHEL 
distribution. So you shouldn't have any problem to install them like this:

# yum install rrdtool rrdtool-perl

In fact, there are a few packages that are not provided by the standard 
repositories, like: perl-HTTP-Server-Simple and 
perl-HTTP-Server-Simple-CGI (and perhaps some more). I recommend you to 
download them directly from the EPEL repository.
