Hello Michael,

Monitorix is a very specific monitoring tool for UNIX and Linux systems. As you know these systems share similar ways to gather the same system information and Monitorix takes advantage of it.

Perhaps the project Cygwin <https://www.cygwin.com/> might help to view your Windows as a UNIX, and if you can install it the Perl language with the RRDtool bindings, you might then install Monitorix manually and ... eventually ... well ... it could work.
