+Summary: Fix RootContext.Tree.Types to be a partial class
+
+Currently, RootContext.Tree.Types is null except during specific phases of
+the compiler.  This causes trouble when we try to resolve top-level
+classes.  We get around this by resolving the dependencies of a class in
+the  class itself, leading to various name-lookup bugs.
+

+This will probably be helped by a partial class cleanup that should also
