Summary: Can't install previous version of mono package on macos

Macos doesn't allow installing a previous version of mono from the mac
installer.

Example, I installed mono 1.1.17.1, and then used the uninstall script to
remove it. Then I wanted to install 1.1.13.8.1, but during the installer,
it came back with "Nothing to install".

Needs more investigation.
