On .NET 2.0 with Forms Auth if i use:
<authorization>
<deny users="?" />
</authorization>
I can't access App_Themes, etc. So als also have a broken page without css,
images, etc.
Mono has the same behavior.
Maybe you forgot to clear your browser cache before testing.
