I have made a change in System.Configuration.dll that hopefully fixes the
issue. As I assumed above, new System.Configuration stuff in 2.0 profile did
not use the runtime internal call for bundled machine.config. It is not a
regression but caused by the usage of incomplete 2.0 System.Configuration
support.
Reopen it if it still didn't work.
