The problem appears to be that DateTimeFormatInfo returns an array with 12
elements in a 12-month calendar, while MS states that "In a 12-month calendar,
the 13th element of the array is an empty string".
I've added a unit test (marked NotWorking) for this issue to
DateTimeFormatInfoTest.cs. Please enable this test when a fix is available.
