The reason why it fails to compile using MonoDevelop is probably because it
doesn't pass the /useSourcePath option to resgen2. I haven't checked this
though.
Also, resgen nowadays outputs the message of the innerexception instead of the
message of the TargetInvocationException itself which would help in determining
the cause.
