On .NET 1.1, MS throws an ArgumentException regardless if a resource with the
given name exist.
On .NET 2.0, it does not check for the base name.
The Mono implementation exactly matches this behavior (on both 1.0 and 2.0
profile), and this is verified by unit tests (in ResourceManagerTest).
Are you sure you're running on .NET 1.1? Do you have a repro you can share?
