Changes that reduce memory usage for FileSystemWatcher RaiseEvent have already
been committed.
The changes for MulticastDelegate are fair from ok to be commited as they are
not ready and require way more testing. I think they should be tracked by a
separate issue as it's not directly related to this one.
This one should be closes as the FileSystemWatcher related fix are in.
