Description of Problem:
A label with an image and text draws the image in front of the text. .NET draws
the image behind the text. Enclosed is a small test application and a
screenshot of the desired result
Steps to reproduce the problem:
1. create a label, add text and an image to it

text is drawn behind the image
Expected Results:
text should be drawn in front of the image
