I was able to compile (autogen + make) libgdiplus on x86_64 without each
"optional" codec(*) without any error. Please update your toolchain wrt to
previous comment/link.

--without-libgif
--without-libtiff
--without-libjpeg
--without-libexif
and
--without-libexif --without-libeexif (like original)
