The toolbox has been fixed in r89961 and backported to r89962. It's not really
a total fix, more of a hack, so I am going to leave this open as an enhancement
cause I need to fix it for real later.

The toolbars not drawing is not a regression, as can be seen in miguel's
initial announcement: http://tirania.org/blog/archive/2007/May-15-1.html.
However, it has already been fixed as part of bug 341998 [Post 1.2.6].
