Alan, your test case does not appear to be complete since your listener does
not send any response.
If I "fix" your test case to return a response, then I get the same result on
both Mono/Windows and MS.NET 2.0 (and 2.0 SP1):
Unhandled Exception: System.Net.WebException: The remote server returned an
error: (400) Bad Request.
When both use either the loopback address or the localhost alias then
everything works fine.
