When an assembly with a non-invariant culture is referenced, csc reports
warning CS0167. We do not report any warning.
To reproduce:
1. extract the attached gzipped tar archive.
2. run "make".
Expected result:
warning CS1607: Assembly generation -- Referenced assembly 'Lang' is a
localized
satellite assembly
Actual result:
No warning
