As reported on IRC, the
ves_icall_System_CurrentSystemTimeZone_GetTimeZoneData
routine in the runtime asserts when SystemTimeToFileTime returns 0 (this
signals an error condition) in that routine when running on the Israeli
locale/timezone settings:
