Description of Problem:
The select code for the NumericUpDown never stops selecting once you start
(even after lifting up the mouse, or clicking on the number). This is broken in
1.2.6 as well, and is broken in a different way in 1.2.2.
Steps to reproduce the problem:
1. Open PieChart
2. On a NumericUpDown click to the left of the number and hold
3. Move right to select the number
4. Let up on the mouse button
5. Not move back and forth over the number
6. Notice how it selects and unselects as you move back and forth, even though
the mouse button isn't pressed.
7. Click on the number
8. Notice you can't get out of the select / unselect mode until you either
click away, or click the up/down arrows.
Actual Results:
Once you select, it's always on
Expected Results:
It should be off once you lift up on the mouse button
How often does this happen?
Always.
