Test Case
If you have 2 MDI child windows, clicking on the bottom one does not bring it
to the front, though it does give it focus.
This regressed in r91008, a change to Control.
To reproduce with attached test case:
- Click File->New.
- Click File->New
- Child 2 will be on top of Child 1.
- Click the titlebar of Child 1.
Child 1 should come to the top and be on top of Child 2.
