Use the CultureInfo drop-down menu, it is very long and thus scrolls. If the
current value is after the first 'page', then on opening then menu is scrolled
to that item's position but the scrollbar locator is at the zero position.
If the bottom scroll arrow is then clicked the menu immediately scrolls to show
the first item (well the second item because of the single downward click).
