Present in 1.2.6, 1.9 etc.
Split from bug 332117, see the two repros there. Respectively, they use
FlowLayoutPanel and absolute positioning. In the latter case the error icons
are (correctly) alongside the controls they are extending (the TextBoxes),
however in the FlowLayoutPanel version the icons have flowed to the top of the
panel.
Minor, due to likely infrequent use of FlowLayoutPanel.
