The XmlSiteMapProvider appears to only support "Web.sitemap" as sitemap file,
and ignores the siteMapFile setting in the Web.config.
For a repro, see gert/standalone/bug81314 in SVN.
Also, you get an NullReferenceException when no siteMapFile attribute is set.
On MS, this results in an ArgumentException stating "The siteMapFile attribute
must be specified on the XmlSiteMapProvider.".
