Revision 100945 regresses rectangles drawing in MWF. They are drawn off by a
pixel or so. Repro and comparison screenshots attached for drawing at (0, 0).
As you can see with libgdiplus HEAD it seems that the rectangle is drawn at
(-1, 0). Thanks!
