ENHANCEMENT
Alt+DownArrow should open the drop-down list. A workaround is that if one puts
focus on the drop-down button, then hitting space activates it.
Repro
For instance with repro app from bug 402704.
Select FooCultureInfo property, see the drop-down arrow appear. In MSFT
Alt+Down does the drop-down, in Mono it doesn't.
