No controls added, border doesn't draw.
Repro in PropGridFormControlsTabView

2. Set CellBorderStyle to (e.g.) Single
Expect to see the border appear around the panel.
Repro in attached app

The border appears in MSFT.
(Note a forced refresh doesn't help).
