Layout doesn't re-arrange on change of ColumnCount (etc?).
Repro in app attached to bug 411858.
1. Run, hit Add three times.
See the three buttons in column.
2. In the PropertyGrid window, change the ColumnCount value from 0 to 2.
Should see the TableLayoutPanel re-arrange with the buttons in a row! Does in
MSFT.
3. Change the CellBorderStyle to (e.g.) OutsetPartial.
The layout only now re-arranges!
