helpprovider c# implementation
Description of problem:
the helpbutton does not appear on the title bar, left besides of close button.
Version-Release number of selected component (if applicable):
1.9.1-6.1
How reproducible:
build the example[1], and run it.
Steps to Reproduce:
1. copy the code to a plain text, suffixed with ".cs".
2. build it to ".exe"
3. mono file.exe
Actual results:
Help button won't display on the form.
Expected results:
Help button will display on the form.
