I create a WinForm application in VS2008, using C#(.Net 3.5).
Set the form as "Always on Top" in Form property.
Tested with the .exe under Windows. That works, it is a "Always on Top" window.
Copy that .exe to openSUSE 11.0 with mono 2.0.
use mono to launch that .exe file, WinForm shows ok, but not "always on top".
