Not quite sure if this is a bug, or something cecil should do, but anyways:
csc and vbc can create modules (/target:module), but Cecil can't load the
produced binary ("Mono.Cecil.ReflectionException - No assembly manifest").
I couldn't find a way to make Cecil produce such a binary either.
This is an issue for vbnc (and I suppose (g)mcs too) when using Cecil instead
of SRE.
