To reproduce:
1. Create NumberService.asmx from mono sample and empty web.config file
2. Run NumberService.asmx under Apache 2.2 + mod_mono windows
by typing in browser
http://localhost/Hetkesei.asmx
Observed:
Browser shows internal server error.
apache error.log contains:
