Description of Problem:
When you use the shortcut on a disabled context menu action, the action is
wrongly executed.
Steps to reproduce the problem:
1. Execute the attached test case
2. Press CTRL+D
Actual Results:
The acction with CTRL+D shortcut is executed.
Expected Results:
Nothing. The action should not be executed.
How often does this happen?
Always.
