If you build the libgdiplus tarball on a machine where cairo-devel is installed
it doesn't include pixman and cairo. If you try to build an rpm from that
tarball it fails because there are missing directories (pixman)

Steps to Reproduce:
1. Build the libgdiplus tarball on openSUSE 11.1 with cairo-devel package
installed
2. Try to build an rpm with that tarball
3.
Actual Results:
fails to build rpms, missing libgdiplus
Expected Results:
a built rpm
