On build.mono-project.com the web service runs as wwwrun (the apache user) but
the "make update" cron job runs as an unprivileged user (builder). This means
that make update can't write to the data directory.
make update should probably call the web service to add it's diff files. In
fact probably no utility should ever try to operate on data directly but
through the web service only.
