The main issue is that libgdiplus original and main requirement was to support System.Drawing for System.Windows.Forms.dll. That, and the fact that GDI+ design differs a lot from Cairo (both valid designs, just not identical goals and philosophies) makes it impossible to accommodate all scenarios.
