I'm really puzzled... I think that the easier way is to distribute separately the "mono-tree" version of npgsql, and offer it to packagers in parallel to official and up-to-date npgsql version, leaving the choice to the packagers. Or, at least, write a clear statement about old included version but backward compatible, and describing the best (and easier) way to replace the current version with the latest one.
