The ECMA-335 doesn't seem to have any information on compressing signed integers !
I looked in the SSCLI source code. There is a proper implementation there in "sscli20\clr\src\inc\cor.h" (CorSigUncompressSignedInt & CorSigCompressSignedInt). But I don't think it's "legal" to copy the SSCLI implementation because of the license restrictions.
