I tried all combinations :

using Visual studio 2013 with net_3_5_Debug build configuration
Added reference of previously build
cecil-master\cecil-master\bin\net_3_5_Debug\Mono.Cecil.dll
still same issues
Q. Does Cecil support 2013 ?
