Not without using something other than automake/autoconf, since it's the `configure' script that's responsible for most of that process generation (creating & compiling test programs to check for libraries and functions, checking for the presence of programs, checking for...). Alternatively, create a Makefile (or similar) setup explicitly for Win32 users, so they don't have to run configure (if you want to assume that all Win32 systems are alike).
