yes, building the package mono-opt results in 2 deliverable packages, mono-opt and mono-opt-devel. I had to do it this way to satisfy some requirement for OpenSUSE packages. So I made life easier for myself, and also split the packages for CentOS into mono-opt and mono-opt-devel.
