You're looking at System.Web.HttpUtility.UrlEncode() or
System.Web.HttpServerUtility.UrlEncode() for this functionality. I
looked at what I've got sitting here in terms of a breakdown of the mono
CVS quickly, and it looks like both functions may be incomplete at the
moment. I can't verify/test this from here however (my box with mono
loaded on it is at home).

We could try that.  Can you find out what the helper function in .NET
is, so we can use this one?  It makes a lot of sense.
