The "Temporarily switching back to mcs and xbuild" section in 
https://releases.xamarin.com/common-issues-from-the-xamarin-15-2-release-being-tracked-by-the-xamarin-team/
 has some steps.

Please note that this is completely unsupported, though if Windows XP is part 
of your scenario I guess you won't care about that :)
