[Mono-list] Small diff to allow IBuySpy running off a virtual directory + a typecastfix

Hi,

Here're a set of one-line diffs for mono System.Web classes.

They allow correct execution of normally deployed (i.e. no dll copying etc) IBuySpy in non-root virtual directory.
