I believe what is happening is that Internet Explorer is decompressing the GZip encoding on-the-fly. If you just leave it going, you should end up with a file roughly 3 to 5 times larger than the download was MEANT to be, and you can just rename that to a 'tar'. However, using wget or some other dedicated download utility (I recommend GetRight http://www.getright.com) is probably a better solution :-)
